Mercedes Miller is a seasoned hospitality executive with over 35 years of experience in tourism, events, and economic development. As President & CEO of the ATL Airport District Convention & Visitors Bureau, she leads efforts to position the district as a premier destination for meetings and travel.
Previously, she served as Executive Director of the Gateway Center Campus, overseeing the Georgia International Convention Center, Gateway Center Arena, and Historic College Park Golf Course. She also served as Interim City Manager of College Park, implementing policies that improved employee wages and public safety measures.
Mercedes has played a pivotal role in shaping Atlanta’s hospitality landscape. She serves on multiple boards, including the Atlanta Airport Chamber and South Fulton Development Authority, and has been recognized among Georgia’s most influential leaders. She remains committed to mentorship and advocacy for women in leadership.

Phyllis Minter

Phyllis Minter is a distinguished Commercial Real Estate Broker and Life Coach, recognized for her commitment to building strong relationships and leveraging opportunities in South Atlanta Metro’s market. With 19 years of experience, she stands among the top 20 producers at the South Fulton Keller Williams Office, demonstrating her expertise in connecting clients with the right properties and facilitating seamless transactions.
As one of the KW Commercial Brokers involved in the Airport City Development Project in College Park, Phyllis is instrumental in acquiring properties for the expansive 320-acre Six West development.
In addition to her work in College Park, Phyllis serves as a Commercial Broker for the City of South Fulton, driving revitalization efforts in key redevelopment areas such as the Old National corridor. She also holds leadership roles within the community, including serving as chairperson for the Old National District board. Known for her exceptional customer service, strategic negotiation skills, and dedication to community development, Phyllis is a trusted leader in real estate.

Dr. Sylvia Carter

Dr. Sylvia Carter is a transformational leader, educator, and philanthropist dedicated to empowering women and families. As Co-Pastor of Siloam Church International, she partners with her husband, Pastor Jonathon Carter, to serve their community through ministry and outreach. She is also the founder of two non-profits, Women Impacting A Nation (WIN) and The Crossfire Movement, both committed to breaking cycles of powerlessness and equipping women and children to thrive.
With over 30 years in education, Sylvia was the first African American National Board Certified Teacher in Clayton County and a former Teacher of the Year. She serves as the Chairperson of the Red Oak District. She is also a celebrated author, having published multiple Christian fiction novels. Her work continues to inspire through mentorship, leadership training, and global outreach.

Fredericka Jones

Fredericka Jones is a business leader and entrepreneur dedicated to driving economic growth in South Fulton. As Chairperson of the South Fulton Convention & Visitors Bureau, she plays a key role in promoting tourism, supporting local businesses, and fostering community development.
With over 30 years in the restaurant industry, Fredericka has held leadership roles with Arby’s, Taco Bell, and Cotton Enterprises before opening her own business, The Sandtown Pub, in 2013. Her expertise in operations and business growth has earned her numerous accolades, including the Miller Tap Award for Sports Bar of the Year and Rolling Out Magazine’s Restaurant of the Year.
Committed to mentorship and community service, she actively supports local food drives, transitional housing programs, and teacher appreciation initiatives. She is also a member of the 100 Black Women of Atlanta and Delta Sigma Theta Sorority, Inc., using her leadership to uplift others and strengthen South Fulton’s business community.

Joyce Hackett-Scales

Joyce Hackett-Scales is a dedicated leader in economic development and community growth. As Chairperson of the South Fulton Downtown Development Authority, she works to revitalize local business districts and drive economic opportunity in the region.
With over 40 years of experience in retail management and business operations, Joyce has held leadership roles at major companies, including Wendy’s International, Blockbuster Video, and The Kroger Company. She currently works as a Customer Service Agent at Delta Air Lines, bringing her expertise in operations, customer service, and team development to every role she holds.
A proud South Fulton resident, Joyce is also a licensed minister, worship leader, and dedicated community advocate. She is a graduate of the Georgia Academy of Economic Development and continues to champion business growth and local engagement across South Fulton.
